It's not the dash that's the problem . The airbag has it's own ecu. When the airbags go of it's cooked . To make the system work again u need to replace the lot.
Steering air bag
Passenger air
Seat belts. ?
Ecu
And any wireing that's damaged.
And then try to get the light turned of.

Alhamdulillah your brother didn't got hurt, as far as car repairs are concerned 'visit peshawar or may be some tribal agency get the same model NON CUSTOM LC Prado, exchange all which you need and then discard the remaining or bring back to town and sell it to someone else who is in need... this may save you some money and bring japanese goodies back to your car.' my friend did the same for his TLC 96
