Buddy ... this no rule of thumb. Power curve varies from engine to engine so does the actual speed to rpm ratio. If this bike is doing 60kmph at 4.5krpm, it doesnt mean it will do 120 at 9krpm.

Raja hasnain sahib G meharbani ker kay apni YBR ko first oil change kay baad different rpms per max speed per chalana verna app key bike forever kabhi bhee pura meter nahin maray gee for example if you achieve 120km/h maximum on YBR in this running period then in upcoming life of your YBR it will be go to max 110km/h i have experienced these thing from many bikes

petrol average check ni ki but js din se lia hy bike 1100 ka petrol dalwaya abi tk bike 261kms chl chuka and still half tank remaining
