While offering this service, The biggest chunk (80%+) of revenue will go out of the country in terms of lease payments, crew remuneration, fuel and lubes. This money is far more that the local opportunity of income it will generate.
Whoever will use the service will put a dent on country's foriegn reserve. It is not at all wise to offer a service that makes a new channel of FC drainage.
