Yes they are and they have a back up generator too. You can call them to find out the rates. Very spacious and in good nick are the rooms.

Permission is required from the DCO to visit the Gurdwara.

Not sure about the process as my friend knew some one in the Gurdawara Admin. So we did not have to go through the hassle of getting the permission from DCO's office.
