You can definitely visit after Ramadan. The roads will be open. Snowfall is usually in December and January which blocks the roads. Early snowfall is a rare possibility but it not enough to block roads.
The weather these days is warm during the day, but it can quickly turn chilly when the clouds come in and the wind starts blowing. Although you can be comfortable wearing a T-shirt during the day, but you need to keep warm clothes handy. The nights are quite cold.
After Ramadan, the weather will definitely be much colder and will require winter clothing. But at your planned time of visit, the natural greenery will be receding and giving way to redness, so natural beauty this time of the year is quite limited, but on the plus side you can definitely enjoy sights of fresh snow on mountain tops.
