When getting a used car; go for the most recent one you can find...its important as you will not like to spend after the purchase on maintenance and secondly after keeping the car 2-3 years your car will not be that old that it will not sell good!
I think in your budget the most recent and in better condition car you can find is Cultus and its very good option. I think you should reconsider it. I kept it in 2003 - 2009 and drove about 165k without a single issue. The major expenses incurred was car registration, tyre replacement (twice 1st @ 0 and 2nd @ 85k), Kangi was serviced once, timing belt was changed @ 100k and periodic brake pads replacement (roughly each ~40k)
