Well they are. But there being in world cup is good for everyone.

But these small teams only get WC to play agianst the big teams and practice and learn, otherwise they'll stay imeteurs forever.
- It does good to bring in more countries to play cricket (and good cricket), if they do countries like Pakistan will benefit with more job creation related to cricket in those countries. How many Pakistanis got jobs because of Afghanistan, Canada and other cricket teams.
- Lo and behold, soon China, USA and other countries are starting to play cricket.

If what you are saying is true then I would say the big teams are in trouble as they have to make it sure that the small teams don't get out early meaning if they have to make a big gap in Net Run Rate they can't make it as after complete 50 overs the margin may not be that big like it could be after bowling out the weaker side with in 25 to 30 overs.

But seriously, I don't think this kind of order/request is possible, especially taking into account of ICC's strong instance against Match Fixing and Spot Fixing.

The IPL is a media gimmick don't compare it with World Cup.
