If buyer protection has expired or is just about to, you can file a dispute. That said, I can say safely that in 90-95% of delayed or failed deliveries, its not the seller at fault. Alibaba has a great feedback system whereby they rate sellers and if some seller has received negative feedback consistently, they penalize them. You will find sellers almost begging you to give them 5/5 feedback. It helps them improve sales and also avoid any issues with the site authorities.
In the 11/11 sales, China post is strained and stretched to the max of its abilities and its not uncommon for orders to arrive right near the end of buyer protection.
I ordered a Meizu M1 mini and my brother received it in Riyadh today. So just keep waiting, I am positive yours will deliver soon.
