Well It looks like i have to re-write the customs duty calculation. Customs duties & import taxes are calculated as follows:

A: Cost + Insurance + Freight = 1000
B: Customs Duty: 20% @A = 200
C: A+B = 1200
D: Sales Tax 20% @C =240
E: C+D = 1440
F: Income Tax 6% @ E = 86.4
G: Total cost at home E+F = 1526.4

Note: The above customs duty of 20% is for electronics item (for computer accessories it is 2% and for clothing it is 20%). In case your cell phone apply fixed customs duty of Rs.1000 at step "B" and apply rest of the import taxes in similar fashion. You will get Rs.5000/-.

Also note that In case of auto spare parts etc. there is certain excise duty in addition to above import taxes.

A lot of customers think customs duty calculation is a black box. It is not. It is cent by cent predictable. Don't forget that "Ignorance of law is no excuse". For clothing & electronics you can roughly say that duty & import taxes will be 50%-70% of original cost.

Further to above, customs officials are not kids, they know how many Pakistanis have relatives in China that send gifts so showing an imported item from China as "Gift" won't help always. This sometimes works when items are imported from UK or USA because Pakistanis have ties there. But China? No way!

PTA's regulation on importing any device with SIM functionality makes sense because this is important to maintain law & order in Pakistan. Terrorists used to use such devices for their own purposes.

What is stated above MAY apply at airport customs and private shipping companies liek DHL.

The same cannot be said for GPO. Customs.

CIF is mentioned on the Proforma Invoice attached to the incoming package. The customs duty calculation methodology is same at all point of entries to the country i.e. sear port, dry port, GPO or airport.

If customs officer does not apply this formula for some reason then it does not defy the formula itself. It is just a luck.

I have got more around 15 or more items from aliexpress including leds, flip key cover and some small electronoc items and no duty.

Yes but that shows the conditions here. I got a flip key and postman asked for fifty percent as duty amd had no receipt to give me. I refused. The item went back and they said they had shipped it back to china. I contacted the seller and indeed it was sent back to seller. I askes to again ship and she again shipped it back, and this time it reached home and postman just handed it over and went. Maybe it was the postman who wanted to make some money.

Despite charging wrong taxes he is actually charging less than what should be charged as per law. The duty on computer accessory is 2% so if you apply the complete math total charges become as follows:

Customs Duty: 2%@36 = 0.72
Sales Tax: 20%@(36+0.72) = 7.34
Income Tax: 6% @ (36+0.72+7.34)= 2.64
Total duties & import Taxes: $10.7 (Rs. 1134)

Where can i confirm it? Any contact numbers of the department that generates this slip? So when postman gives it to me I can call them and ask if this much is charged against this tracking ID.

Also what is the need of writing by hand some gibberish when there is a printed heading?

Also searching this tracking ID it landed in khi imo on 29th February a d on 2nd March above slip is generated by human. How many such slips are processed for addresses in islamabad toys quickly?
I know my post office serves few sectors do it won't have that much load.

Its depends on flight which city its landed, if the flight landed on Karachi Airport then , it will be handled by Karachi GPO, otherwise Islamabad
