An inertia seatbelt is one which locks in its place whenever it sense there is a sudden change in inertia. This means when you break very hard or God forbid encounter an accident, these seat belts will lock and prevent you from hitting your head or chest on the steering wheel. In any RTA, this is the main cause of a life threatening injury.
