check you tube for USN SFO arrival at Guam - in follow up is PNS SHAH JAHAN, decorated with Blue Star by USN PAC COMMAND for coordination of rescue to USN SUB & 17 crew members of tanker it had an accident with. It may not be any where but logged with the PN. [ baas maaf kar dai aab warna i will become a missing person ]

Kevin Mooney of his command of San Francisco Feb. 12 following non-judicial punishment proceedings in Yokosuka, Japan. Mooney also received a letter of reprimand.

So where are the pictures of the damaged oil tanker and its repair, if it indeed was struck? That would be might big repair and insurance bill. Besides, why would a submarine be at the surface and hit a vessel? Why is there damage only to the nose and not to the conning tower or other structures?

There is no YouTube video showing the arrival with PNS Shah Jahan in followup that I can find, perhaps you have a link to share? Similarly, a link to the official citation as you claim would be preferable to hearsay.

(The USS San Fransisco was accompanied by the USCGC Galveston Island, USNS Fred W. Stockham, and USNS Kiska to Guam, as well as escorting aircraft.)

Are you sure you are not confusing the collision between the USS Newport News and the Japanese oil tanker Mogamigawa in the Straits of Hormuz on January 08, 2009, and the seamount collision of the USS San Fransisco? Otherwise, can you please tell the name of tanker you claim the USS San Fransisco hit?
