Congrats for the license!
As budget is bit low so finding a newer model car would not be possible, still you've lot of options. I'll say, stick to Japense cars only, as maintenance of others would be high or resale would be slow.
From Japs you can find clean 99-00 civic, 03-04 lancer, camry 96-98, 99-00 maxima can also be good option.
Apart from Japs, if you want something fancy then get a 96-98 camaro, but it can be troublesome and will have slow resale!
Registration fee will be around 300-400.
Insurance will be slight higher for you as license is fresh + it depends what you're going to buy, if you choose old sports car then it can be 800-1,200 (3rd party) and 1,500+ (full). For normal sedan, it will around 500-600! (It is calc. based on vehicle's year of manf, engine capacity, purchase price, your age and age of license)
