that area is around my house .. i often go there to habib bank ... that parking is not 8/9years old so definitely u must have seen it for first time 
... its built after the signal free corridor was built ... and many times i have seen double parking especially that spot ... if u park upto park wall there is enough space behind which is miss used for double parking .. and that corner is official rickshaw spot by dha .. those rickshaws most of the time are parked parallel to park wall and one or two in last parking spot and they manage betwheen them to get their rides out ... i personally parked there couple of times leaving almost that much space .. once it was the rickshaw in front and when i was back from bank it was gone ... and second time to avoid double parking by someone else .. there are two banks there and most of the time the parking is full so more chances of double parking ... and there are offices/property dealers/cafes there who knows since when those cars were parked .. and was there a rickshaw parked in front of those before or did they avoid getting into double parking
And no time there are guards in that parking area ... i have never seen any guard on duty there for parking purpose .. maybe some times they could just be on a routine round n make a turn from parking
