The engine in the 2008 (puretech 1.2L) has had quite a controversial history. Basically the car has a wet timing belt that degrades over time and could destroy the engine if it fails. Short drives in this car tend to make it even worse. You can buy a tool to check the condition of the belt, but there's a risk factor of your engine snapping internally.
Would you be surprised to hear that even with those different terms, the oil changes are cheaper on the HR-V when comparing yearly costs? An oil change takes like 5 mins, if you set appointments you should not have to worry too much about that.
If after hearing these things you still would want to go for a Peugeot, just make sure to drive long enough for the engine to get to operating temperature, make it a habit to look out for the timing belt, check if you are fine with the noisy AC fans, are ready to only change the oil at the showroom even though it costs like 30000 per oil change (as that is the only available oil here that helps with the timing belt)!
