Follow this thread for options to reach muzaffarabad. Whether you reach through Islamabad or Directly, it'll take you around 10 hours. If you utilize Thursday night for travelling, you'll reach muzaffarabad on Friday's morning and you can go to Pir Chinasi and return Muzaffarabad on the same day. I have no experience of travelling on public transport but I think Pick-up type vehicles are available from Muzaffarabad to Pir Chinasi. You may use this Link to find tourists attractions in Muzaffarabad. I went to Pir Chinasi in March a couple of years ago but was unable to reach top due to road blockage by snow. In early feb, situation is bound to be worse though. After Pir Chinasi, I went to Sharda. There were road blockages due to snow at Sharda but roads were somehow open. I am afraid that conditions will even be worse in early feb and it would be impossible to reach even Sharda. You may be able to go to Athmuqam only or at most Keran.
You may go to Muzaffarabad, ask locals about how far you may go in Neelum Valley, Leave Muzaffarabad early in Morning (before 9 AM on Saturday) reach Athmuqam or Keran, stay in a local hotel there, go sight seeing and return to Muzaffarabad on Sunday eve. You may stay at Akbar Hotel in Muzaffarabad. That is pretty okay hotel in terms of quality and rates. If you find rates on higher side, you'll also be able to find much cheaper options just besides Akbar hotel.
If you two bachelors are only one travelling then Ratti Gali would be the best place to visit. But that'll be impossible during these days of the year.
