*UPDATE --- Changing ISB no car ownership without SELLER April 2018 *
Reached ISB Excise and Taxation officer around 9am.
As usual went to a window at the start, the person (ETO or maybe INSPECTOR) sitting next to the INFORMATION DESK misguided and asked to go to WINDOW no 6.
Went there, there was long queue... A gentleman from inside the window told me to visit the INSPECTOR office behind these windows.
Went to the room. Told him that the SELLER is not present... Showed him all the 04 documents attested by grade 17 officer (provided me by the Information desk of Excise and Taxation), one of the 04 documents had 3 thumb impressions of the seller, ORIGINAL book, attested photocopies of SELLER and BUYER CNIC and one affidavit provided by @umarsikandry
The INSPECTOR refused ... Saying the SOP is to bring the SELLER ... Requested him again he said the DOCUMENTS are incomplete ... The format of the documents is too old ... There is no "TRANSFER DEED" document [@homeboy as shown this document above, but excise and taxation guy didnt give it to me] ... etc etc
Anyways, on further polite request ... He said that he needs to talk on the phone with the seller.
I made the call, he talked to my brother and finally he signed ...
Went back to the window, made my challan of 1200rs.
Submitted the fee in the NBP bank located in the Excise and Taxation premises
Went back to the window and I was given the slip that OWNER SHIP BOOK will be given to me after 25 days.
Conclusion: overall transfer of ownership is not complicated ... but if you dont have seller it requires a lot of requests ... better to bring seller to avoid TARLAA/REQUESTS...
