Punjab Registered Vehicle transfer in Sindh?

I have a lahore registered vehicle, here in Rawalpindi. After biometrics, the vehicle needs to be inspected at the chosen excise office. That's how I got it transferred to my name.

Now, I'm selling to a friend in Hyderabad, Sindh. I will send it using trailer. What's the best way to get it transferred to his name?

He cannot come here. Is it possible that I, as seller, take it to excise office for post inspection?

I’ve transferred the Lahore registered vehicle on my name in March/April this year. Never has to go to excise office for physical inspection. And after a month I received its smart card too.

Just send the vehicle to Hyderabad. Provide your biometrics by whatsapp. And ask him to transfer it to his name. Its simple. But he has to give the original file to some trusted agent (who will send that file in Lahore for transfer because its mandatory). Once transfer done, the agent will post the original file to new owner.

BTW, I heard from 2018 onwards model vehicles, now Punjab excise keeps their original files with them and give attested copy to owner only.

Usually they don’t inspect cars. Some inspectors ask for pictures and others don’t even do that.
I would suggest you do as you posted. Start a transfer of ownership application on the app, since Punjab registered vehicles can be inspected at any excise office in various cities of Punjab so select your closest excise office for inspection (which would be Rawalpindi), generate Challan, ask your friend to pay the fee and then once that’s done get his biometric
Take all the docs with you to excise with the car and his NIC copy and since you are the seller I am sure it wouldn’t be a problem for them to transfer the car on his name.
