well there is a hadith i remember on this issue ,
it translated as :
"[I]agar koi cheez taqdeer per sabqat le jasakti hai , tuo woh nazar hai"
if something is capable to surpass your destiny , it is the evil eye .
[/I]now synchronizing it with quran , we get to know from surah e falak .
that this phenomenon is indeed among the lower levels of "shar" caused by envy .

as in surah e falak
[/I]we seek protection from Allah (swt) from the evil of the envious , when he/she envy you .
the lower level is the EVIL eye phenomenon ,
and on the higher level it goes to causing you physical harm , and casting black magic on you .
( as it was done on prophet Muhammad s.a.w.w )
and this is indeed the reason that under directions of Islam , we are advised to adopt a modest lifestyle , a modest outfit , modest food.
so the lowers do not get disheartened from being deprived of something we have and they don't .
there was a sahabi , hazrat SAHAR (r.a) , he was blessed with beauty , and onec while taking a bath on the stream , some one praised him ( without mentioning MashAllah ) , and then he fell right there and fainted , until Muhammad( s.a.w) confirmed it was a case of evil eye . and treated him with Surah e Falak.
of course people get skeptic and make analogies , that if such was the case , then why not all the celebrities and the rulers catch this evil eye thing if it exists .
answer is simple .
1. everything happens if Allah wills . if your wealth beauty or any other belonging dishearts some one , to the extent that they feel sad ,
and they complain to Allah , then Allah if he wills might take it back for the betterment of both people .
to make the person modest , and to lessen the grief of the deprived.
2. Quran says ,
inkay maaal aur inki aulaad per taa-aajub na karna , Allah chahta hai , ke inko inke maal aur aur inki aulaad ke zariye se Azaab e alim de.
and if ALLAH does not , then this ayah is the reason that they are on a free leash . in the end its WISDOM in everything Allah does.
surrender , sabar , and shukar is our way without getting into too much detail .
