Probably could be made, but i don't think to this quality of finish, there's only so much a man can do compared to OEM factory made products! I will be having a go soon at making these too with a karigar i know!

Do update me whenever u ask ur karigar..:)..i was looking forward to such custom-made lights for my car too..not city ofcourse.....but cudnt find any...thats y

What car? I'll get some pics of custom lights he made for a Vitz for you. But he won't be that cheap, mate
