Fuel consumption for the civic is a bit high but other than that the only maintenance charges are for fluid and filter changes. You can get aftermarket filter of guard etc for cheap.
Make sure to buy a car in good condition. Old cars usually have problems with electronics, power windows, rust etc so make sure to check everything.
Also ask the previous owner when the timing belt was changed. Look at the cooling system, radiator etc to make sure they are good because if the car overheats it will be a expensive bill. If you need to change the belt make sure to also replace the water pump. You can get used pump for cheap.
The suspension work of this car is expensive so get the suspension checked by a mechanic before buying. Otherwise the car is very smooth and nice. You wont have to spend any money other than the regular stuff.
I think Civic VTi has a different engine and it also has alloy wheels. (this is for 98 model I think 99 would also be the same.)
