Sold car without any legal stamp

I sold and handed over my Suzuki Margalla car 9 months ago without any stamp. The buyer committed with me that he will transfer the car on his name on next working day but he didn't. Even after some time he further sold it to someone else. Car is still on my name and I'm receiving it's challans I fear if some tragedy or bad incident happens then I will be assumed the culprit. What should I do?

What were you thinking while selling your car without a stamp paper? And cherry on the top is what was the buyer thinking while purchasing a moveable asset without any written proof?

Since he committed I'll transfer the car on next working day that's why we didn't go for stamp writing. Although we have written on a simple plain paper but that's not legal.

First give one last warning to buyer that transfer it or you will block registration from excise, if he doesn't listen then you have 2 options
Use PAWA and recover car forcefully from current owner so that they understand the situation they are in, or you can always go to excise and block registration of your car since its in your name, and then they will come begging to you.

Since you have a signed copy on plain paper alingeith cnic of buyer. You are safe.

Now make final warning to buyer and then you may approach excise alongwith details. They will block file and would be opened only by you. This way you are safe

if you have the proof of delivery and buyer's data. you are safe.
send a Letter to excise office with copies of both mentioning date of sale. Inform that the vehicle is still running under your name, attach the traffic violation ticket copies you receive. Request that the vehicle shall be blocked immediately. Send by TCS so you have proof of delivery.

Send copy of the same letter to original buyer. as well, wait till he turn up walking on knees.
