I think its a good idea. I have seen one such programme on a Pakistani channel, I guess its on "AAJ" channel and the host of the programme is a young bald guy. A few episodes that I saw were on Prado, Spectra and one of a US truck in black.
Anyway this project would also be a source of income for Pakwheels. The format of the programmes could be same as PakWheels Magazine, like:
A full report on one can, either Pak made or foreign manufactured. All technical specs, prices, quality of stuff in the car and user views may be mentioned.
Interviews of good car owners, car manufacturers in Pakistan.
Cover one DIY job in the program.
Tell about the prices of cars and their specs, etc.
Mention the sources of car financing, rates, positive and negative features of car financing schemes.
Cover car insurance.
Reports of CNG, mechanics, denter/painters, etc.
Videos on car/bike races in different cities.
Car maintenance tips.
Motor sports activities in different areas of Pakistan.
Report on car/bike snatching crimes.

One can hire any production compnay for the job, these are very common now a days or a bunch of guys can also get it done, its tough but rewarding. Once a couple of episodes are completed, you can talk to any good channel and I am sure they would be willing to buy the whole serial, any number of episodes.
TV channel can easily get the sponsorships or Ads from:
1. Car manufacturers ... deep pockets.
2. Insurance companies ... deep pockets.
3. Fuel companies ... deep pockets.
4. Banks (car financers) ... deep pockets.
5. Other associated businesses.
Thus, financially, it would be a very viable project for even TV channels.
