I got a forwarded text from a friend that advised not to call the number if you receive a text as in the main post. The forwarded message stated that if you do call the number you mobile phone could be easily hacked and misused. Will upload a screenshot later.

I can send text from skype as well as another VOIP service which I use to call Pakistan.. looks like the one you got is part of some scam.

when you have low credit in your phone and/or you have take some advance from your respective network, this message is sent automatically to the number you are calling before the call is disconnected or if you are trying to call a specific number, the message is sent to the calling number instead of the call getting connected.

This is a service from Zong. If you have a Zong number and you dont have enough balance to make a call. When you try to call someone then Zong will send this sms to the reciever.
