Suggest an SUV with a bit of economy

Hi guys,
I have been asking you guys questions about SUVs about a year ago, sadly all my plans crashed and burned because of some money matters. Now a friend is willing to get an SUV and asked me some questions(asked me because he saw me do my research)
sadly i dont know enough as my information was for my own reasons and his reasons for the SUV are different.

1- Now the priority is something that might sell well in 5 years. (Good resale)
2- The price range should be a maximum of 1.7 million Rupees (17 lacs) That is probably till the last paisa he can spend on a vehicle.
3- Should fit 6-7 people easily.
4- Might just be the daily runner.
5- Fuel Average should ideally be 8 or more on diesel and 7 or more on petrol (I have no clue how that 7 and 8 figure was generated by him)
6- Must be an SUV. (sorry to those guys who love to suggest APV here)
7- Should be comfortable for Lahore - Islamabad drives (Motorway)
8- Off Roading is not the intended purpose but say it might be done once a year (friends being stupid, going in empty plots on a rainy day) that barely qualifies as off roading
9- Spare parts availability should not be a problem.
10- Maintenance should not be too much of a problem in terms of money. (I STEPPED BACK FROM TLC80 AFTER THE 10 LITRES OF ENGINE OIL COSTING ABOUT 15K EVERY TWO MONTHS THING BEFORE I COMPLETELY CANCELLED THE SUV)

Now given my knowledge I suggested him Hilux SURF the 1995-2002 model because it does not look too old in terms of shape and i was told its diesel gives about 10km/l BUT IT IS KNOWN FOR ROLLING OVER.

Please give your input ignoring my SURF suggestion.

AS A BONUS, CAN SOMEONE EXPLAIN HOW WOULD THE WITHHOLDING TAX AFFECT HIM, A NON FILER, MOST 90s MODEL SUVs ARE REGISTERED IN 2005-2015 YEARS. HOW MUCH TAX WILL HE HAVE TO PAY IN ANY ASSUMED REGISTRATION YEAR.

HE WANTS A TROUBLE FREE SUV FOR HIS FAMILY, NOT A REASON TO EARN FOR HIS MECHANIC.

If you want good resale then go for Hilux Surf or LC 80

Otherwise go for Pajero Gen 2.5

Above mentioned vehicles are cheaper to maintain, good fuel economy, parts easier to find & available in market!

If you want tension free SUV then go for 80 Series (Aik dafa kaam kerao or chalao)

as for the costs i mentioned above, i saw that on Pakwheels so I figured that is true. My dream is getting hope of turning into reality again. I will contact you on phone soon.

1KZ. the engine is good. the suspension needs little work. the tires are good for SKATING i guess.
