As for the person who got his car earlier there can be a number of factors like color. version and connections as well. It happens they give priority to others who are filling their pockets. This happens at showroom level not company level. It is impossible to prove so issue still exists.
As per terms and condition you agreed to the 10% deduction sadly. Again companies legally secure themselves.
Government has introduced only 1 law/condition/rule which states that if your car is delivered after 60 days after you made full payment they have to pay you compensation.
