There are two possible answers regarding color problem:
The fuel tank and side covers were changed from red to black which I think is not the case here. Because year of manufacture is 2013, a new 1 year old bike does not require new fuel tank and side covers in most cases, other then some serious accident/damage has been done to the bike. In my opinion fuel tank color seems legit. Can't read the odometer reading the image is blurry.
The person who made the registration book has mistakenly entered red color in book instead of black. Such kind of typing errors are common with the registration book of vehicles. I have seen in many cases those Registration guys even enter incorrect owner names, home address and other details of the vehicle. Such typing mistakes/errors should be re correct by vehicle owner.
Experts can shed some more light on this issue.

The milage on meter is 29K, registered in Islamabad in January 2013.
Condition is so-so, negotiated price is 80K.

Why to put yourself in troubles and confusions. You can get many and even better, there are lot on sales. And 80K for a Jan 2013 with running of 29K kms is not a good deal, provided there is also few doubts.
If I will be in your place I will simply ignore this deal.
Some time back, I was searching one. And found out that I could get a 9k - 15k driven very good condition 2013 model in 60-65K easily.
This deal isn't recommended at all

The body color correction should be pursue by the owner of this bike and he should go to excise office and fill a form and submit it to excise office to get this rectification.
price is too much bro. you can ge a much better gs with less mileage on the odo in this price range.
