RPM range is kind of low.
Petrol engines give the best fuel consumption around 1200 rpm or so, but this is on a level road with constant load.
If you need to accelerate often, then its better to change gears at 2500 rpm or so.
Anyways, if this average is in bumper-to-bumper traffic with A/C, it's fine for Swift.
Personally, I have found that a weak alternator or bad ground wires can lead to surprisingly high fuel consumption. Make sure that your battery is above 13.7v with A/C and lights running.
If it's lower, your alternator is probably working overtime trying to charge the battery properly.
My Khyber is giving 10 km/l these days with A/C when it usually gives 12-13, and I know for a fact that its battery is not charging properly.
