Basically, what you are referring to is an Grid Tied Inverter, which does not connects with batteries, uses the power from sun and powers the load at home whereas your condition is that you don’t want to send excess electricity back to the National Grid.
There are few inverters available in Market which comes along a Limiter such as GAIA Defender 2KW. It makes sure that electricity is consumed in premises and is not sent to the national grid and does not requires a battery bank.
Inverter was manufactured for countries such as German where government has not introduced net-metering or regulations does not allows you to send excess electricity back to the national
