being journalist i had chance to visit City of Delhi, India ( the twin brother of lahore ) number of times in musharraf era and later. The city was under restoration process since GOD knows when, to its historical values while blending the state of the art under ground and overhead mass transit system. The Ecological issues were addressed to an extent that permit system was introduced for vehicle deployment over roads. ODD & Even numbers days are alloted. Public was forced to use mass transit system.
Their historical sites are under Central Govt Heritage ordinance 1947. It is enforced with all the muscle across India.
where as in Pakistan it is otherwise. Protecting Heritage is not our priority, instead the real estate value is eye candy for rulers and their croonies.
