Sir, NYC is very dense city. High rises every where and in city everyone has on average two cars. We have two as well but one garage. Many people don't have even a garage so we have to park on street. Mind you twice in the week on alternate days at certain timings you cant even park due to street cleaning 
Many people remove this diaper and put it in trunk before going out and bring it on when park.
Some very lazy people drive with this on it.. ;/)
