as per my understanding of taxation law in PK, Road Tax aka Token Tax charged by provincial Govts in Pakistan has no bearing to filer non-filer.
It is the WHT (with-holding tax) charged by Federal Govt through Provincial Motor Vehicle Registration authorities annually. So as a filer you will get a benefit of low WHT figure when paying annual Road Tax aka Yearly Token.
