Jeremy did hint that TG will come back. I pray so.
Top Gear is already in the works. Just that these 3 won't be there. This was not only confirmed by JC but also the other 2 and executives.

Good news! The BBC has today announced that Top Gear will return to UK telly screens soon, with an extended episode to wrap up Series 22. End of an EraLast ever TOP GEAR will air on 28th June 2015So sad to see the best motoring show coming to an end. I wish the trio (Clarkson, Hammond and May) come back soon with even a better show.
