If you can get a new replacement part that is the best option. I am not too sure about diaphragm shrinkage from lack of use. What I do know is that fuel pump diaphragms are mostly made up of rubber and it develops cracks/tears over time due to aging.

Drop it down to 800-900.

Retractable mirrors are rare. You can get power mirrors easily. Install oem, no other mirrors suits the look.
