No, Prado Diesel now starts at 2.8 crore. Corolla cross hybrid will be over 1 crore at most in CBU form.It will be a lot cheaper once it starts being locally assembled.

If they have to introduce at 9 million range they would have gone for Rav 4 but cross would be a budget suv
They would not launch any car above 7 million because that segment is taken over by Fortuner. If it is launched, it will be below 7 million. Probably the Petrol variant will be priced same as Sportage and Tucson and the hybrid variant would be slightly above if ever launched
I personally think that they would launch this along with Corolla sedan or some time after Corolla launch
