All toyotas have that, crowns also have it on the frame because its a separate part. The big kick comes in with the ID plate (aka tikli) it contains information of model code, engine code, chassis code. etc etc.
The only way out that I have known is that if the car was not meant for this market, in that case the plate only contains weights and measures.
If it was so easy then believe me - you would have seen more crowns on the roads than corollas.
I do recall speaking with someone in Karachi about this - the clause that allows body change is only valid for heavy duty trucks or people carriers with more than 10 person seating - aka buses. This was because truck and bus bodies are built to specification while the drivetrain is built standard.
