Fill the battery when it's charged not while charging.Also let it cool down. In hot condition electrolytes expands. Avoid tap water.

This is called VSV ( vacuum switch valve ) and the one came in ae101 was adjustable. It's a simple switch which allows the flow of air when voltages are applied. Thus rpm rises. You will see 2 connection on vsv. Connect one pipe of to the intake manifold and other to throttle body.
