Assalamoalaikum ,
This is very unfortunate and unfair and i have deep sympathy for your cousin. But the thing is buyers also must take their share of the blame as they go for cheaper vehicles.
I have been trying to sell my prius for almost 6 months now (4 grade imported sep 2014) and have been unable to do so even lowering the demand below the cost of vehicle , reason being people prefer to go for accidented one's and defected items rather then pay the price for a genuince vehicle , simply because they are cheaper.
The thing is if your cousin bought this vehicle as per the price of an accidented vehicle then no harm done as their is a price difference between R grade and 4 grade vehicles.
What would you say about those sellers who are forced to sell their genuine vehicles near the prices of R/X Grade vehicles.Once taken the loss never again would someone try to import a good grade vehicle , atleast for selling purposes.
