That's a standard feature by Toyota Indus (Pun intended) - Sort of a trade mark thing ... as my car didn't have it; I went to the dealership and demanded to see the complete delivery/logistic details to ensure that my car was indeed manufactured by Indus ...
Mine was a bit loose too... I just slapped the grill hard and it's in the right place since then .. 
That needs to be urgently checked... Take you car to a service station... get it lifted up and then rotate the tyre manually ... see if that sound is still there ... visually inspect whether the tyre is touching anything within the wheel arch ... a loose plastic covering may be the reason ... if you have gotten the mud flaps installed .. ensure that the tyre isn't touching that ..
If nothing is touching the tyre then there are two possibilities..
- Brake pad calipers are too tight and the brake pads are touching the disc...
- Tyre bearings are faulty
Both needs to be checked ... go to the dealership again... and demand to see the supervisor... if that does work ... see the owner directly and raise the issue with him/her.
Even if that doesn't work then send an email/complaint to Toyota Indus ... accessible through their website.
If there is another dealership in the city.. you can visit that as well...
Also ensure that you have received the warranty registration sms from Toyota .. If you haven't then barge the dealership and tell them to enter/register the car in the system and you will receive a code within seconds.. they would need the code to complete the process.
There should be no rattling except when you cross potholes or road is very rough/uneven. The culprit is loose plastic around the screen and climate control areas... you can press it with your finger to reproduce the sound.
A few owners have resolved the issue by opening the central console and applying double tape between the console assembly and console front plate. I haven't done that ... and now have started to live with it after having driven 5K
