Well the thing to take into consideration here is HOW your car ended up in such a condition,
1) Using surf/detergent/hair shampoo while washing;
2) Not waxing the car after washing;
3) Dry dusting or using inappropriate cloths to wash/clean car.
That said(for the benefit of everyone, so that they could avoid their cars ending up with such paint condition), i'd like you to meet imranhakro, he lives in KHI and would love to guide you in the right direction, since such a paint disease needs a thorough look out, and remorsefully i'm in Lahore.
But generically your car needs a proper detailing session to be done on it, a proper clay bar therapy to get rid of under the paint contaminants which have bonded to the body over time, a proper wash to get rid of all the loose dirt and on-surface contaminants, then a polish(compound if necessary) to further clean the paint and correct the swirls and oxidation/dullness and add in the colour and shine, then regular wax sessions to keep it that way, plus regular use of proper MF towels, drying towels and no dry dusting.
Since you've mentioned that your paint is almost dead, 0 shine, i would advise you to carry on with this routine on your car, each and every step is important to complete before going to the next one.
