Transfer of car shouldnt be complex procedure, but its made too complex for a reason in Pakistan. Mostly because of forgery and illegal transfer that could take place and many other things i may say. one of the reason both buyer and seller has to go in person in many cases just to validate the transaction and not a car theft or other illegal stuff.
Now UK on the other hand has very water tight procedure matured over the years, its simple to transfer but DVLA has access to many other systems that compliment this procedure ie address verification, owner verification, buyer verification, car history and its current data. that is lacking in Pakistan so while its easier to make this online transaction CNIC is the only thing that can be verified not even address and car registrations again is mish mash in all over the country with no central place to check its history or any real time reported data.
