Transfer of car shouldnt be complex procedure, but its made too complex for a reason in Pakistan. Mostly because of forgery and illegal transfer that could take place and many other things i may say. one of the reason both buyer and seller has to go in person in many cases just to validate the transaction and not a car theft or other illegal stuff.

Now UK on the other hand has very water tight procedure matured over the years, its simple to transfer but DVLA has access to many other systems that compliment this procedure ie address verification, owner verification, buyer verification, car history and its current data. that is lacking in Pakistan so while its easier to make this online transaction CNIC is the only thing that can be verified not even address and car registrations again is mish mash in all over the country with no central place to check its history or any real time reported data.

Well written and this is the most unjust procedure so far. Basically they are torturing the public because their fund raising came to an end recently. The procedure of "seller seen" is totally wrong. When buyer has the book and the TO and no theft report on particular car , vehicle should be transferred . Plus what are those witnesses there for anyway if you have to present seller again and again.
I had to ask a friend who sold his corolla in isb and moved to karachi to come back over just to get his car transferred.

Good write up ,IMO as long as general public wants the short cut this will carry on.We need big culture shift.Its like customs at airport,they'll scare you by saying I'll open your bags,you might miss your flight etc to just fleece some money off you,all you've to say is no and that's it,after a bit they'll let you go without doing anything.If you are right just stick to proper procedure,it'll take time probably long time but it'll change eventually.
On side note in uk it's sellers responsibility to send off the log book with details of buyer.The buyer will only get a small slip with vehicle's minimum details on it.

Excellent write up . I take help from agents too but thats simply ridiculous, why would one need an agent for such tasks? I havent seen agents functioning elsewhere in the world

It's very easy these days. They issue transfer letter with reg. Just write the name of new seller and when he'll submit it car transfer done (In Islamabad)

Hello friend.
I want to ask as when the Seller sell his vehicle. He get T.O form from ETO Lahore. The buyer get this from and present the form at counter to transfer the vehicle to his name. The question is whether this TO form (which is like stamp paper of Rs 300) is retained by counter as a proof OR is given to the buyer in car documents file?
