We visited panjpeer a year before from kahuta side via narh village at Alto 2007, paved road leads to panjpeer from this side.
From lehtrar side i think you have to park vehicles at rest house and then have to do hiking of some hours...
You have to hire transport(hiace,coaster), i don't have any information of jeaps go there.
To reach shrine at top, you have to to do hiking of less than one hour from this side, it depends on yours hiking skills.
There are a lot locals living there,we parked our Alto near a house at hills then started hiking to reach shrine at top.
