I've visited Neelum Valley in last week of April, road condition is OK till Keran, till Keran you can go easily, after that if your ride has sufficient ground clearance then you can easily go till Sharda.
After Sharda almost 90% tourists take jeep till Kel and Taobat. Though I've seen JDM Wagon R near Kel, but it was suffering from bad condition of road.
For get idea of road condition you check road condition videos on my below mentioned YouTube channel.
Videos uploaded till Sharda, will also upload Sharda to kel road condition till tomorrow.

Well road condition is quite good till Muzaffarabad.. u can get decent room for 3 to 4k in Muzaffarabad. U can go to YouTube and check....Tourist heaven AJK 4 minutes long video to see road condition from kohalla to Muzaffarabad. You can easily take your car till keran... almost 4 hours drive from Muzaffarabad. You can take your car easily till Sharda.. from there onward road is being repaired so best is to hire jeep

You can easily go to Kel with your car. and hire a Jeep for Taobat from Kel.

From Islamabad you can use old Murree road ( that is short, and no traffic if u move early in the morning ). and from kashmir point take Bhurban road to Kohala.

Room Charges are from 2500 to 4000 || You can book hotels from the toursim office that is located after kohala bridge.

Once Again I convinced my self to go to Neelum Valley. we were four Friends (Me, my brother, and our 2 Friends). I went till Keran on Honda city 2010 Manual, 5 adults nd 2 kids
We had a minor road clearance issues but were still able to make uptil Keran easily,you will be travelling on Corolla so dont worry about road clearance upto Keran
The hotel rates were about 4500-5000k in Keran near the river side ,but we stayed in AJK huts in Upper Neelum valley which is just a drive of 20min from Keran.Per hut charges were 3500 ,which included 2 optimum sized bedrooms nd attached bathrooms, a kitchen with a lounch,The huts were neat nd were equipped with all the furniture one would need(dining table,out door chairs etc).The huts were at a very peaceful location nd having your own hut at a distance from other huts is a pleasing experience ,you could easily relax outside with family considering privacy.Also staying at Keran is of no worth when you cant access the river due to security issues,hotels being right next to river have a alot of sound which makes it difficult to sleep at night plus the cost.
The drawbacks of staying in Upper Neelum Ajk huts:
Very steep ascend
No access to river
Must have driving experience in hilly areas before,the drive can be quite tricky at some points

1. Khi to chichawatni N5
   Chichawatni to Gojra
   Gojra to Islamabad M4, M2
   Islamabad to Murree (Murree Expressway)
   Murree to Muzaffarabad Via Khaqan Abbassi
   road.

2. You can take your car upto Kel ( If you're an experienced Driver) otherwise leave your car in sharda. I would suggest you to leave the luggage in Keran or Sharda depends on where you're staying. Just take necessary things with you.

3. Room charges 2500 to 3000 usually. But due to Eid i would suggest you to book rooms before leaving and expect the room charges around 5000 to 7000.

4. Take necessary things with you. Like jackets, single blankets, power bank, Water 5ltr bottle, Air pump, Brake oil.

Hiking video uploaded, in April trek was wet due to melting snow, so we used hiking sticks and few of us also used woollen socks on top of shoes.
