No, the CM690 does not come with a power supply. and NO, i do not recommend the vento 3600. it's an overpriced piece of crap. only thing it has going for it is looks, and if you wanna overclock, then looks shouldnt be your priority.
You will be hard pressed to overclock the Q6600 to 3.6ghz with any cooler, let alone a silent knight. but you can give it a shot. the cooler isn't that expensive. but i don't think 3.6 ghz will be possible with air cooling. you will need either a thermoelectric or water cooler, and even then i dont think you will be able to go beyond 3.4 or 3.5ghz.
i didnt say that x48 was the best. that is just as far as my knowledge goes. remember that i said that i may be wrong. it is your job to read up on forums.
as for a board that will support BOTH ddr2 and ddr3... there were a few boards launched with the P35 chipset called COMBO boards, that supported both DDR2 and DDR3. but none of them are available in pakistan.
