You just proved exactly my point that the "tracker system" is a very expensive solution, and in my opinion an unrealistically expensive (above 5% of the value of the car). If the tracker is so expensive, then its infact better to have an insurance which will cover you for the loss of the car at this price!!!I understand you say that insurance companies are not helpful once you have lost your car. It is true and unfortunate, however, as there is a lot of cost involved with setting up and running a tracker company, I assume that also a very high cost is involved in recovering the vehicle too right? If that is true, then I also expect that the tracker companies will also (quite naturally) have similar attitude towards customer once the car is stole in perhaps few years time. It is only natural, and human nature (and ofcourse nature of our people too) that when the fee is required from the customer, everything is done quickly, but when the work is required by the customer, things "move a little slow" 
You also dont necessarily need 4 million (3 million on software and 1 million on Pakistan map) to track a GPS device. I agree that it is unfortunately true, that this 1 million rs software is not available to general public as they are available to the general public in UK or other coutries....BUT....they are becoming widely available and improving slowly. Google already contains many of teh major roads of Pakistan, and although they are not 100% of all the roads, they are still improving. They also give yo ua fascility to track and locate the GPS cordinates that your car alarm will text you. There are many pocket pc applications (like pocket maps) that will track your own GPS location too. Although currently the maps are not fully established, but at least in the theory it is 100% possible to travel from where you are to the point on the map where the car is without having 100% of the maps. The paper maps of Pakistan are already available, and can be easily followed along with the help of a hand held GPS to go where the car is (theoretically at least).
Besides, only a simple software engineer can actually convert the 1 million software into a standard ordinance map. The way electronic maps have come into existance in other coutries is actualy from the maps on the paper being converted into software form and thats all. It is not impossible, and the solution may not be a 1 million rs away 
I agree, as you say, the cost of this kind of alarm IS infact even cheaper than the yearly fee (approx 1300 RS) paid to the tracker companies only to keep the subscription alive!! and we are not even comparing the initial cost of setting up in the first place 
The decision is upto the people. Some people who have more money than time, and some even have more money than brain

.....if they can not be bothered to take care of their cars themselves (and learn and use the simple methods above to install, maintain, and learn about locating the car), then they WILL HAVE TO pay others, a very high price for someone else to protect their cars. a general example is Saudi Arabia, no army of their own cos too lazy to do hard work, so they HAVE TO pay the US a very high price (almost being robbed in a way) to protect them 
A bit of hard work, a bit of learning facts and knowledge can help people a lot, although you may be right at this point in time that tracker company can still offer better service and already has the knowledge. But there is a very high price to pay for not learning 
Thats why, in Pakistan, education, awareness, learning the logic learning economics is absolutely cruicial and important for people, in order to not allow SOME to exploit their wealth,innocense,simplicity and the lack of knowledge.
Let me mention the famous saying "God helps those who help themselves" or even my version :)..."God helps those who AT LEAST WANT TO help themselves, and not always expect help from others "
