Vitz 2000 First Gen Digital Meter Issue?

Hey guys,

I have an issue with the digital meter of the Vitz 2000 model car. When I start the car, the few lights around the digital meter light up, the hazard lights turn on and blink continuously but the digital meter itself stays off.

However after about 5-10 minutes of the car engine idling, the digital meter turns as well, and I have no idea if this is a the way it should be and the meter is not supposed to turn on until the car is warmed up ready to be driven or if there is something wrong with my wiring.

Any information on this would be much appreciated.

Here is a picture.

As you can see, the air bag warning light is on, and the engine cold light is on. However, the digital meter in the center is not on, and it turns on automatically after 10-15 mins of the car being started. Any idea what is going on?
