My sister just bought a very good condition 2013 City Prosmatec for 15.5 lakh, 45K km driven. So I would recommend you Honda City for your budget.

As for Aqua, if you can buy fresh import 2-3 years old max, then sure, otherwise get City. Buying a 6 years old hybrid car is asking for trouble.
