First of All i think 1.3 corores is not latest price....after US$ jumped to 160 PKR.
2ndly Mercedes and BMW and Audi fresh imports are 1.4 & 1.6 & 1.8 turbo engine cars so they fall in lower tax bracket and most of them are 3 years old used again its also another cheap way to buy a Luxury Car.
However Camry is 2.5 liter engine so its falls under Full Luxury Car Imported Bracket so its price/import duty is high.
When Camry was 80 to 90 million some people buys but at 1.7 corors no one will buy thats for sure
