filer & non-filer is classification applied across the board for individuals & AOPs only.
The PVT limited & Public limited companies have different set of taxation slabs. The paid directors & share holders are classified in a different set of tax payers' category.

our other respectable member is grossly mistaken and mixing things up. - let me put an example
when we pay for a fuel bowser to SHELL Pakistan through a crossed cheque there is a zero tax deduction, we pay to K-Electric for the monthly bill by cross cheque there is zero deduction, we pay to SSGC for the weekly CNG payment through the cross cheque there is zero deduction.
however when we pay for the water supplier to our station through crossed cheque and money is transferred to his account we are charged for 0.3% why ?? because we are filers. The water supplier is a non-filer when they withdraw the money from their account they are charged 0.6% .
Now the new regime 'dictate' PAYEE to deduct WHT from every payment over & above 50,000 from beneficiary and deposit in federal reserve with CNIC of beneficiary , [ BC cheeheen loo nunga kar do public ko jaysay bhi loot saktay ho loot loo ]

@pomi_pbs being an expat you may register as non-resident Pakistani, hire an income tax lawyer in your town for your registration as tax payer. please remember every foreign banking transaction LANDING INTO a local PKRs. bank account is subject to 0.2 % ~ 0.3% withholding tax to which bank issues a certificate with the credit note. That credit note from the bank mentions the WHT amount it is evidence enough for you being tax payer and adjustable against your annual return.
Tax lawyers may seems expensive but they know the system loop holes and guide you precisely how to keep maximum share of your money to yourselves instead of getting cheated by the rulers.
am not director in any govt or non govt entity, am a self employed 8th class fail tax payer since many of you were not born and I may be wrong to segregate the clauses / sections but i know for sure this extortion / tax the tax payer only system a BIT better.
