ok let me try to explain..
Left Fasialabad round 6pm and reached Islamabad round 10pm. Had dinner and a little rest at Islamabad. Left Islamabad round 12am and Reached Dawarian via Kohala to Muzafarad road round 12am Friday. Kohala to Muzafarad road is under construction and not too good cant driver over 20 30....
Keran to Rati Gali Jeep cost 7000 they have some rate list saying its govt. issues rates. We decided to go fwd more and hire jeep from Dawarian. We parked our car at Dawarian and hired a jeep to rati gali costs us 5500.
Dawarian to Rati gali road is not good...What I think we cant say its a road its just a trek of stones...18KM from dawarian to Rati Gali and Jeep took round 4 hours for just 18KM. While in the way what we were thinking is we did mistake to visit Rati Gali but after this hard and tough 4 hours Rati Gali hmmmm is a sort of heaven. We forgot these 4 hours distance. Its really amazing. Anyway jeep left us on a point where they have a small shops and tents for rest and you can also stay night there if you like. We were not able to walk up to rati gali so decided to hire horses. Horses took 35 minutes to lake if some one want to treking it might take 1.5 to 2 hours to reach out there. Horsed cost 600 per person for a return trip.
We stayed round 2 hours there at lake took photos enjoyed the clouds, lake clean see through water, greenry , red small flowers. It was awesome. We reached back at Dawarian round 10pm and Decided to go back and stay at Keran. We were at Keran round 11pm and hired a tent in Tent Village. Tent costs us 700 with 5 matrises. Ordered bonless chiken handi for 900. Had our dinner and play cards. One of my Friend got food poisoning from Islamabad dinner I took him to hospital when he really feels he needs treatment. So round 1am we left for DHQ Hospital at Athmaqam. You cant find some doctor after Athmaqam..but may be at Shardha....After 2 hours at hospital we came back to our tent and got a sleep.....
Coz my friend was not good we decided to go back to home there was Kumrat valley included in our plan 18 hours of drive from Muzafarabad....but better to come back and now planning to kumrat valley soon. After break fast we left Keran round 1pm and was back at home fsd round 5am early morning.
Ears were air pressed on rati gali road and took 4 to 5 days to back on normal 
Ok that was the full story about the tour.
With family you should defiantely visit kashmir but not rati gali. You can go till Kel on your car if you are real good in driving. First stay you can do at Tent Village at Keran its good for families too to enjoy the bbq etc. And from Kel you can return and Stay at Dhodhinial Daar Guest House. Daar saab a retired army man really a nice person. His no and name is Abdual Jabar Daar 03557606644, 03557606720...Call him before leaving and you can get some realy weather information along with your arriving time so he can book a room for you. He have 2 dobule rooms and will offer home made dinner breakfast etc....Especially when you are with family I recommend instead of staying in some hotel stay over there and you will really enjoy there might be less options and less comfort like no hot water, not too much luxry rooms. But clean rooms and food is grantee.
kindly mention at what time you crossed islamabad/rawalpindi, and when you reached there.

Road condition? did your car hit the road due to pot holes etc..
==> Road condition is almost ok if you drive carefully there should be no issue.
where you left the car?
==> Dawarian (from where you will hire a jeep they will have parking for you and will charge nothing for parking)
how is the jeep road? how much time it takes?

can someone travel with family, and 2 kid below 3.5 year of age?
==> Yeah you can travel with family there is no issue but do not plan for Rati Gali with Family more with kids below 3.5 years...Rati Gali is on a top height and kids will have difficulty in breathing....and more road is not good enough to travel with small kids and family.....
It was my 5th Tour to Kashmir. I traveld till Kel and visited Arang Kel last year. Not Taobat visit will be next year IA.
