on dry road there is too much friction b/w the wheels and road so stopping distance is almost the same... but on slippery road like road full of water when the car tyre lock and skid the water b/w tyre and road act as a lubricant and the distance it increase....

Let me correct u here too. "Road full of water" has almost same friction as dry road. A mildely wet road is slippery always :-#
